Usually if a game goes missing it's the developers fault.

I don't think it has anything to do with games being old; you can buy the original Star Wars: Dark Forces and Doom and Quake on Steam. But they will occasionally yank games from the store due to publisher issues. For example, Crysis 2. It was available on Steam for a few months, but was removed when EA and Valve could not reach an agreement on DLC distribution.

In these situations, people who already bought the game still have it in their game list and can continue to download and install it whenever they like; they just aren't selling it.

I bought Prey on Steam and the game still works fine through Steam.

However, I think that Valve ran out of Prey CD keys during one of their end-of-year sales. For some mysterious reason, 2K never generated new keys for Valve distribution, and Valve took down the Prey page. I don't think 2K is fighting with Valve since there are several other 2K games available on Steam.

If you can still find a retail copy (eBay, Amazon, etc), then you can probably register it with Steam.

This seems like the most logical reason. Steam is a reseller and only given so many keys. If a publisher/developer does not provide Steam with any more keys to sell then they obviously can't advertise the game anymore.
