    Is downloading games from other countries steam using VPN illegal??

    Depends on what country you're in. It may be against the Terms of Service, but that would make it a breach of license, not criminal in any way. It'd just possibly open you up to a civil lawsuit, if they ever found you out and wanted to sue instead of just cutting off your service. Read your contracts... those things written in legalese that we all just click "Ok" on actually mean something sometimes ;)

    For example i ve brought a copy of mafia 2 from gamesplanet and am currently in Japan. However MAfia 2 is not yet released in Japan so cannot be downloaded in japan yet. so if i use VPN to access UK in order to download tha game would this be legal??
