Since yesterday, Steam has been trying to update CSS and Team Fortress 2. However, after "starting download" it goes directly to "update paused." Its been stuck at 0% since yesterday. I've tried restarting Steam along with changing the download location. What is the issue?

Your local server might be overloaded or undergoing maintenance. Try changing your location in Steam preferences and see if that helps.

The updates are downloading fine on my laptop but not on my desktop and this is from the same location.

Try deleting clientregistry.blob and restart Steam.

Try using steam to check file integrity for those games.

Already tried that.
I uninstalled CSS and TF2. Installing TF2 right now. Downloading fine so far. -
right click it and click pause download (even though it says it is already).
right click again and click resume download. worked for me. -

Just finished downloading TF2 and it worked. Uninstalling and reinstalling the game worked, at least for TF2. Installing CSS now.

Another option could've been to copy the game directory outside of the Steam directory, then delete via steam, copy it back and see if the Steam can recognize the need for the patch.
