First off I don't know much about laptop graphics cards (or graphics cards in general). I have been looking at laptops and I know that Intel GMA 950's are at the bottom of the heap and that Geforce Go 7600s are higher up, but what I don't know is how crappy the GMA 950 is compared to what I have in my desktop PC right now. What I am asking is how does a Intel Radeon 9200SE 128MB fit on the spectrum of notebook graphics cards?

The Radeon 9200SE is a terribly outdated card, it's only DirectX 8.1 hardware. It's no better off than the GMA950 for modern gaming. For older games it is better than than the GMA950 though, like UT2004.
For modern gaming, it doesn't fit into the lineup of modern graphics cards at all. For older games, it is less than a Radeon X300 in terms of speed, probably a bit better than the Radeon X200M. -
its a fair way down the bootom. i would say about go7300 territory or even below that.

WAAAY below 7300. It's the low end of 3 generations ago (9800pro years)

I think they were actually cut down Radeon 8500s which kind of puts in in perspective.
EDIT: Yes they seem to have been a later tweaked version of the Radeon 9000, and they were slower clocked 8500s with fewer pipes.
