Ok so I just did something a little stupid. I started a profile in oblivion and spammed the restoration/conjuration and acrobatics skills by continuously healing/summoning and jumping until I became a master in conjuration and all in all I advanced to level 10. The problem is htat I didnt do any quests sooo... I have beginners equipment and am facing high level enemies thanks to the games enemies level while you level system. Now I dont know what to do. If I start a quest enemies destroy me instantly. The only way to get through is to summon a storm atronach and watch him fight. So my question is. What quest could I do that will give me weapons that are good for my level?

LOL. The "strategy" for Oblivion is exactly the opposite of how you're playing it. Due to the leveling of the game, the point is to level as SLOWLY as possible. This usually includes putting useless skills as your specialization, since those are what cause you to level.
I would start a new game because I don't think there are any areas that are unleveled (outside of crabs). -

All equipment you find will be around your level. The entire game is leveled.

If you're really stuck, you can use the developer console to boost some of your more combat-relevant skills and attributes, using the ModPCS (for skills) and ModPCA (for attributes) commands. To do this, use the number for how much you want that skill or attribute to increase.
For example, if you're Blade skill is at level 5 and you want it to be level 15, you would open the console and type:
modpcs blade 10
Just remember, it's the difference between the desired level and your current level, not the actual level you want.
Also keep in mind that enemies will not level with you until you sleep and level up yourself, no matter how much your skills or attributes increase. You could gain 100 levels in all your major skills, but as long as you don't sleep, all your enemies will stay at the same level, and it'll be easier for you. -

Go to Vindasel, it's a ruin southwest from Imperial city close to the lake's shore, and kill Umbra. You'll get really cool armor and a sword

Right now I just started a Night Elf Archer/Mage character.I love mods
I may go back to Fallout 3 though as I haven't beaten it yet and Oblivion is getting a bit hold after beating it a million times. -
EDIT: Just for the fun of it, I went and killed her but she didnt drop her sword... could this be because Im lvl 10? -

Two suggestions
1) Use console commands to stat boost and equip your character

Now this is pretty much cheating, but since you've already spent all that time leveling why not just give yourself some half decent items as a starting point and boost your endurance to an acceptable level. However, for me once you start entering console commands or basically use any cheat code the game is ruined for me as I often break the challenge or the pace of the game
2) Restart the game. If all you've done is spam the skills but not do many quests can we assume you haven't gone far? At least this time you know what not to do in terms of leveling.
Thing is for vanilla Oblivion to get max stats, you need to micromanage a lot i.e. use minor skills first to get stat bonuses then use major skills to level up

It makes bringing up your stats worry free since you get stats as you skill up instead of having to purposely not use certain skills before gaining stat bonuses. this isn't the only leveling mod out there so look around for one that suits you. However it doesn't solve the problem of Enemy levels scaling with the player level.
One mod that does remove the level scaling is obscuro's oblivion overhaul, as enemies have a set level range. But the problem is OOO changes so much (generally increasing difficulty and how the systems work) you might not like it (or you might like it a lot).
Anyway if you do restart, just remember not to use your major skills until you're ready to level -
If you happen to get umbra on the otherside of the table in the room but facing you, you can strike her (a long weapon would be good) without her hitting you. Did this when I was level 2 haha it took a long while but she died lol.
Like what incomprehensible said above, when you create your character, put your *wanted* skills into minor skills and the *unwanted* skills into major skills, so you level slow due to the hatred of the major skills. So if you train your minor skills, the enemies won't level up with you until your major skill goes up -

Another strategy for umbra is to stock up on a ton of health potions, hit her and then swim back to the imperial city. The guards will take her out for you.
If you started a new game, I highly recommend you install the OOO mod mentioned above. It'll remove the 'world-levelling' system and add a lot of other stuff. You dont have to power-level (you can actually set your major skills as major and level normally)
However as mentioned, there are a few things that you might not like. Like when you start off for the first 2-3 levels you're pretty weak. I had to run back to get guards to help me with bandits and marauders in the beginning. But it really gives you a sense of you becoming more powerful after you progress. -
Umbra is not part of a "secret" quest, she's part of one of the Daedric shrine quests.

You can tell a game's really good when people still play it avidly four years after it came out.
Even with the broken leveling in vanilla, once you hit level 35 or so, the leveled items you find get so powerful the game is a joke. Plus, if you're smart and creative with enchanting you can create some pretty beastly weapons. Of course, mods only make it better.
The same thing happened to me when I started my first character. I mastered sneak, alteration, and conjuration almost immediately, only to find that all of my enemies were then insanely powerful. To fix it I bum-rushed to lvl 35 and snagged the most powerful weapons in the game. -
My new character is awesome and Im further in the game then the other now. I went from a lvl 10 char with 3 dmg dagger on a quest to take the amulet to jauffre to a lvl 3 char with a 6 dmg sword going to sneak in to steal the mysterium xarxes book which looks like the oblivion game box.

makes me want to play again..but.. no.. shouldn't. got so many other new games to beat, ME2 included.

If OOO is installed, its suicide to try and even attempt Umbra until you are level 10 or 20 or something. I lured her to the Imperial City and she killed like 15 guards before she died. Bodies and silver arrows everywhere! Every piece of her armor was broken! -
I love Oblivion, started playing it again after clean installing it and it has such an amazing modding community too!
