Hi folks. I know what I am posting may be old news or actually a problem not related to many, but anyways it took me a good long time to find a test a solution complete.

Let me start by the issue: I have had TES IV: Oblivion for almost a year and a half and I got recently on the Steam deals Fallout 3. On both game I have the same problem: the games will freeze for almost a minute every time a new song is loaded. So I was forced to play Oblivion without music or actually playing the music with a player (like Zoom Player), which was a mediocre yet better than nothing solution.

Frankly speaking when I got Fallout I could not believe I had the same problem. Everything else in both games is fine: from graphics to any sound or dialogue. So after reading for 3 days and testing different 'solutions' finally I came up with the answer that makes both games run stutter/freeze-free. So here it goes:
    A) Simple solution: download and install the k-lite codecs (most recent version) and on the ffdshow (audio and video decoder) make sure on the DirectShow control tab -> 'Don't use ffdshow in' list oblivion.exe or fallout3.exe are included.

The above solution should work if you do not have a big variety of codecs on your computer, otherwise lets go to the all around solution:
    B)
    1) Download InstalledCodec utility: http://www.nirsoft.net/utils/installed_codec.html
    2) Run the InstalledCodec.exe
    3) Disable all Codecs (Ctrl + A to select all, then disable all)
    4) Sort to Type (by clicking on Type) -> select all driver – video -> enable the Fraunhofer Institut Integrierte Schaltungen IIS codecs
    5) Sort to company: Enable all “Microsoft Corporation” Codecs, as well as the Fraunhofer Institut Integrierte Schaltungen IIS codec(s).

Solution A worked for oblivion (minimal freezing when changing music track) but never for Fallout 3. Solution B made run and load perfectly both games and there is not more freezing at all when loading new music tracks.

The source of the solution was posted here (post is about at 2/3 of the page): http://thenexusforums.com/lofiversion/index.php/t99804.html

Like I mentioned, it took me a while to find and test, so I hope with this post more people can have at hand an actual working solution for these couple of great games.
