My friends laptop, Dell XPS1330, likes to freeze and loop the sound over and over again. Making playing not possible. This mainly happens with TF2, but also some times L4D. I have tried updating the video drivers, but is still with the same problem.

    Any help?

If you'd post the exact specs of the xps it'd allow us to help with the problems easier (ex: processor, video card, ram, hd, windows version)

Has he tried lowering the resolution and level of detail on the game? TF2 and L4D are based on the same engine from Valve, so I ain't surprised that exactly these 2 games are freezing/have low fps. This also means that the 2 games are CPU bound (their performance mainly depends on the CPU).
