Your video card should be able to do it, but I don't know the graphic intensity of the game. also what res do you want to play at?
I would not buy a 360 for just one game, if you have a few other good games for the 360 system that you like, I would consider that an option. (Halo 3!!!) -
I wouldn't spring for the 360 just yet. Why not see if there is a demo for the game and try it out just to make sure before hand? If you are having minor problems you could always bump up that ram like you said, in almost every case the more ram the better, it won't hurt at least.

Get the one for the Xbox 360. It's a whole lot better than the PC version unless you have everything TOP-OF-THE-LINE and a Logitech G25. =D TDU's minimum requirements for the PC are bloody. There are many people struggling to run TDU at all max settings at high resolutions (mostly 1680x1050) with AA 4x and HDR using 8800GTS/7950GTX/1950XTX -- and its barely pushing 30 FPS. Unless you have an ultra-high end PC, you should go with the Xbox 360 version.
With a 7900GS, 1 GB RAM, and a 1.73 Ghz C2D, you can run it at medium settings at WXGA resolution with AA 2x and HDR with decent framerates. Just visit the official TDU PC forums for any assistance or inqueries. Here's the link: http://www.ataricommunity.com/forums/forumdisplay.php?f=603 -

Yeah, the Xbox 360 version is much better.
The PC version is not very well optimized at all.
Test Drive Unlimited pc or xbox 360
