I read somewhere on NBR i can download all my games on my laptop then go home and transfer over the main steam dir i have installed on there and they will work .... am i correct ?

if my laptop is DX 10 and my desktop is DX 11 it wont force DX 10 since it installed there right ? -
Depends where your settings are stored and if you copy them over. Valve games store them in the game dir, others like to do so in your home dir.

I think it should play in whatever dx version is on the system unless you force a dxlevel for each game using launch options in properties (I play tf2 in a lower dx than other valve/steam games to get a fps boost).

to transfer the games the easiest way is to just copy the steam folder and paste it into your other comp and then run the steam exe as admin the first time you run it. the direct x it runs under depends on the game not the system. just because you have a dx 11 card doesnt mean itll magically run say halflife 2 on the dx 11 code path. the only game out right now that can even use dx 11 is dirt 2. so no even having the better card on the desktop wont make any difference. the games should launch with either default settings or if it has steam cloud support with the last config you had. the res will also load up if it is supported otherwise itll just default.
