This is a laptop forum, but see if you can get a 750 Ti for cheap on eBay. Well worth it and should be able to handle Fallout 4 at 1080p low-med details. It might cost about $70 or so, but well worth it. I wouldn't go any lower than a 750 Ti though.

Yes GTX750 TI is a good card for your budget, it overclocks very well.
I have a GTX860M in my laptop ( basically a GTX750 TI GPU), and you can see in my signature my overclocks settings, I'm able to beat a GTX580 desktop and I'm between a GTX660 and GTX660 TI desktop performance.
For AMD comparasion with that overclock you can get between R7 265 and R9 270 stock performance ( with some games faster than R9 270).

BUT pay attention to the connectors of the GTX750 TI you are going to buy, most doesn't comes with a Displayport, other don't have HDMI but Mini HDMI, and there is no VGA ( yes some people still use VGA this days). So take a look at your monitor ports and do a quick check on the web to see which connectors the GTX 750 TI model you are about to buy uses.
