Can underclocking ur video card cause problem when playing video(it freezes)? I am sure that at those clock setting works well because i can switch from 3d to 2d no problem, gaming no problem, surfing net no problem. But when I watch videos, sometimes the system freezes. I also tried clocking it higher but some results. Any ideas?

Of course it can! Not all parts of the chip work at such low frequencies. For example my x700 works in windows at 60/80. If I do surfing - sometimes big scrolls and animations onscreen would freeze it! 100/100 doesn't suffer from this. 180/180 in 3d games produces stutters and temporal stops. 250/250 is just slow, but works flawlessly.
So it is not only the lowest speed - it depends of what your card is doing at the moment! Every task has it's own lowest speed. BTW the new NHC has a great feature that you can make any profile you like and you can enable it after some idle time in minutes. For example - I would like to have my comp at default speed, but when I'm not using it automatically slows down to 60/80. On idle - this speed is more than stable.
