    Seems like lately the hot thing to do is undervolting, I know you can undervolt the cpu and gpu, but is their a way to undervolt the ram? I can change my timings in the bios, but I've heard their is a program that can change ram timings while in windows, can it also change ram voltages?

    I doubt RAM voltages would do much. Most memory doesn't lend itself to much undervolting in the first place, and secondly, the power consumption is so small that undervolting would have an insignificant effect on most systems (except ultraportables and the such). There might be programs that can change voltages but I am not aware of any for notebooks.
