The screen on my laptop is 1280x800, but the new one ive bought is 1920x1080. Unfortunately, when i switch to it, i notice a drop in performance. Ive installed the drivers and it hasnt done much.
My GPU is an Intel X3100.

Drop in performance for what? Games? The X3100 is not very powerful, especially not for driving games at that resolution. You can run your games at a lower resolution, just keep the same aspect ratio (16:9) for best visual quality.
Try 1280x720 an see what happens. -
Not games, just general use.
Also, my 3D performance seems to suck for no reason since i downloaded the last driver released. Ive formatted since, but whether its PSone emulation or PC games, they run like crap. Heck my Vista Graphics Performance Index went from 3.6 to 3.4. -
X3100 on a 1080p screen.. It's not made to run that high even for general use you'll notice a bit of performance dip..

Intel GMA X3100 is not fast enough for 1920x1080, or is the screen you bought 1920x1200?
(since you had a 1280x800 before)
You should have at least Intel GMA 4500mhd or something before you go to that amount of pixels.

Maybe thats why Intel restricted anything higher than 1366x768 on their GMA 3150 for the new Atoms? -
But for desktop use, it should be fine. For 3D graphics, forget it at that high resolution.
Try rolling back to your last driver. Newer drivers don't always mean better performance. Update only if you need certain features they include or if they resolve an issue. -
Maybe you could share some information on what type of notebook you got?

Yeah im only doing Desktop stuff, no gaming. Also the screen is indeed 1920x1080 as its 16x9 (and i checked my settings = P).
As for rolling back, ive tried that, ive formatted and then tried an older driver and yet my 3D performance still sucks.

Intel C2D T5470 1.6ghz
2gb RAM

Hmm, dont really have any experience using Intel hardware, but maybe you could try downloading Windows 7 here and see if the 3D preformance increases.
You can even install from a big enough usb drive if you dont want to waste a dvd disc. -
how'd you get that 16:9 screen into your 16:10 bezel?

If the Intel GMA X3100 has to output for two screens could explain why his 3D performance drops.

You may need to turn off composite(aero) for the X3100 at that resolution.
Are you driving both the laptop screen and an external at the same time? If so, then the X3100 will definitely have some problems handling that with composite.
If are only driving the external monitor then it shouldn't have too many slowdowns. -

Im only displaying to the external display, going down to Vista Basic skin has definitely helped but as some have said it should only really affect if im using both.
I mean the performance doesnt turn into a slideshow, but its a step down from optimum especially when i have Firefox and sometimes IPTV on as well. -
system->advanced->performance ->choose adjust for best performance
