It should be able, especially if it is the DDR3 version. Don't expect though the very high demanding games to be played in Maximum settings like Crysis, GTA 4 etc. I have 9600M GT (which is a bit lower than the 4650 and playing MW2 in maximum settings). The screen resolution is also important. In Full HD, your card, as most of the cards, will struggle. 720p is just fine. Don't worry, that card is very good one. But, what about the other specs of the laptop?

nklive summed it up pretty nicely. It depends on more than just your graphics card. Your CPU in particular is equally important. Also, what's your native resolution?

Nope, it should run it at maximum settings, max resolution. The CPU is good as well. Bare in mind that I take as a reference my card which is overclocked

Oh yeah, those specs will blow away MW2 at 720p. My laptop had the P8600 2.4GHz CPU and ATi Mobility Radeon HD 4570 with only 256MB of GDDR3, and it played MW2 at 720p quite nicely with all maximum settings.

got laptop with below specs and i play MW2 on Max with 2X AA... on 1280X800 res... no problems ... just got a little ram shortage sometimes so i have to use game booster for more system RAM... if i lowered settings a little , i would have no problems.. anyways how much did that laptop cost?

2X AA..that should be more than enough for me. ..who has never played most of the high def games.

the laptop cost me around 1650 USD with free HP Bag + free mouse + free 8GB thumbdrive + free headset...not that i need any.

    good deal?

You can always do better, but the point is if you're happy with it, then it was a good deal! :)
