I apologize that this isn't notebook related, but what are the differences between desktop video card manufacturers? That is, given the same chipset, what reason is there to choose between a Sapphire, eVGA, etc.? Is there a pecking order among these companies?

well different ones have different clock speeds and also the reputation and fan on the card makes huge differences depending on the company you bought it from.. i personally have a evga 7600 gt and my friend has a sapphire agp card 9550 and they both run fine i would stay away from brands like MSI and i cant think of the others right now but the non major brand ones normally dont have to good of reputations
