... Now to answer Forever_melody's question, the difference is not in the mouse speed, but the image itself... It's like you said, the movement being less blocky... at 60~85 FPS the image will stutter... At 100 Fps it will be totally smooth (except for internet lag, but that's other issue...)
I totally believe it's due to the game's engine... For example, why Crysis is smooth at 30, but COD 4 can't be under 60 to be smooth?
And Euquility, unless you have a Geforce 2MX, any card from Geforce 4 and above can play CS 1.6 at 100 Fps

Considering you also name Half Life and other such games, perhaps the Source engine is to blame. Mind you, normally the source engine is pretty lenient and not very difficult to max out properly. It favors ATI GPUs due to OpenGL(which might be a factor mind you), but in general, it runs smoothly on most GPUs. Perhaps one may need 100FPS, but from my knowledge of Source Engine games, it's really not that hard to get 100FPS.

No, i know is not hard at all on today's hardware, i already told that it will max even on a Geforce 4... That's a 6~7 Years old card (maybe older)...
The point is that the OP can't unlock the 60 Fps barrier (and is not because of the hardware)... And i say that it is a problem because THAT game isn't smooth at less than 100 Fps... -

Well, the last time I played CS 1.6, I don't think I was even getting 60fps with my crappy computer at the time, and it seemed to be okay. That being said, I am having a LAN party this weekend before the Super Bowl and we'll be playing CS 1.6, so I'll take a look then and see what happens. Technically speaking, getting over 60fps is actually bad for your experience as I mentioned, but maybe there's something weird with the older Valve games (I don't think they used the Source engine back then, did they?) that makes them perform poorly at standard framerates.

Vsync is off but I still cant get more than 60 FPS in counter-strike 1.6
