BatteryBar or BatteryCare. This will only show consumption on battery, but not while plugged in.

If you want plugged in then get a "Kill-a-watt" meter that physically plugs between the AC cable and the wall. It will show power drawn from the wall, remember it will be actually less within the PC due to efficiency (or lack thereof). Can find a kill-a-watt for about $20-$25 online.

You could get one of those meters that actually measures the power draw at the outlet.

If you have Toshiba, use the "Eco Utility" software. Gives real-time Wattage usage and records total wattage for reference.

Nope, only on battery that I know of, because there's no sensor on the AC port to tell the system what the power is.

Joulemeter is one of the software developed by Microsoft which is calculating wattage of your machine using, if you want you can download from here

    Joulemeter - Microsoft Research

But it is working for windows 7 only and if you have Toshiba then don't go for this, "eco" utility is best I am also using that tool it is very simple and handy as well and one more thing if you want to reduce your power consumption little bit try Granola as well it will help you to reduce your Machine bill

    Get Granola Software Power Management
