    Weird artifacts on moving objects

    Hello, as you can see in the video below, lately i am experiencing some weird graphical bug/glitch on moving scenes during intros/logos/movies/title screen of the games (very noticeable at 0.36 and later). During gameplay this issue does not seems to occur. Can you please help me to understand what is causing the issue? I tried to change graphic driver but problem seems to remain. The issue is happening only in fuscreen mode, doesnt seems to happen when on fullscreen borderless
    Its an hardware problem or software problem?
    Hardware is : Clevo p170sm / Intel 4700mq, AMD HD 8970M with 17.4.4 driver
    Running updated Windows 8.1 64 bit

    Can someone help me please? I can't find any solution online....the issue occurs only when using the dedicated graphic card of the notebook, the 8970m, and not with the intel integrated card. Seems to happen in fullscreen mode with different games only during cutscenes and title screens/ starting logos, just before gameplay and does not happen while ingame.
