    What 15.4" laptop comes with the HD 2600 XT

    There aren't any. The only machine I have seen with that card is the HP HDX.

    You can get the Alienware m15x with an 8700M-GT or an 8800M-GTX. That's the most powerful 15.4" gaming notebook out there. Unless you get that notebook, the best GPU you'll find in a 15.4" is the 8600M-GT or the HD 2600.
