I think Dells and Sagers are the only ones with the option (Sager on purpose, Dell with other software).

95% of laptops have NO way to control fan speed

    you can monitor temps though

You can only monitor, fan speed is locked in the vBIOS.

Don't increase the fan speed even if you can, you will only use up the fan faster, leading to possibility of damaging it

True, you can only adjust the temperatures at which different fan settings kick in.

I agreed with those who said "do not adjust the fan speed by yourself".
I have tried to adjust the fan speed of my GPU for my desktop.
It makes the GPU heated up more. This is very strange. LOL.
I guess this is due to unnecessary blowing of fan and the fan blowing at top speed my create the heat itself too.
Example: Tried turn on your ceiling fan for 1 hour and touch the middle part of the fan(not the blades). It burns.

That is wrong increasing the fan speeds at an earlier temperature will not make the overall temp go up unless you did something wrong. Heat due to friction is not sufficient enough to overpower the decrease in heat due to faster air flow.

The reason its not recommended to change fan speeds is because it would require very technical hardware or software mods that the OP would have to figure out himself.
