I know its like turning off the laptop but when you turn it back on it resumes windows but whats the diffrence between off and sleep?

Here, I have updated my answer for you.
It put's the computer into a low power state, so you can quickly resume what you where doing.
As opposed to turning it off, which the computer turns off everything, then shuts down. Then it has to boot up everything to get running again. -
Google is your friend...it can explain it so much better. It will also give you the difference between sleep, hibernate and hybrid sleep.

i don't use sleep, my laptop starts up just as fast as it does when resuming windows, so i never read exactly what they do.

Yeah sleep mode boot up is very quick. Resuming from hibernate takes just as long as turning on a system but sleep mode is great.

I rarely shutdown my laptop. I usually just close the lid, put her to sleep, and wake her up in the morning.
