Black Ops is eleven months old. Trailers for Modern Warfare 3 are already online. Yet Black Ops is still $59.99 on Steam, not counting another $14.99 for Rezurrection. I've never seen a shooter hold value like that. I mean, Bad Company 2 is $19.99.
I kind of want to play Black Ops, particularly for the zombies, but $75 is pretty damned hard to swallow. I had thought it'd be at $35 or less within three to six months. Is this game EVER going to be discounted?

CoD4: Modern Warfare actually had a price bump upwards after the "success" MW2 had on consoles. -
CoD games are notorious for staying at full retail price for a very long time.

Is there a way to transfer your game to someone else as a gift on steam or is that against their rules?

Yes, if you buy the game through Steam as gift. Retail won't work.
As for the price drop for Black Ops, I'm thinking around summer of 2012. It took about that time for MW2 price drop from $60 to $30. -

Pretty much this. Don't get your hopes up for quite some time. Even in a ridiculously low price Steam Sale Extravaganza, all COD games remain at a very high price.
