    BTW I have the laptop for months and only this week is the first time I get over 90C and that throttling behaviour

    I believe "even though it is quite advanced" but your only option is to find a high CFM 3 pin fan "HPs use 3 pin connector fans but you would better check whether yours is 3 or 4 pin" and do some modding to your fan housing to accommodate that new fan

    I found some good options in ebay and there are some from clevo and MSI.

    now another problem, third core is 5 degrees hotter than others; should i repaste?

    There is usually one dominant core that is higher than other cores .... 5c is well within that range so don't worry about it

    So the fan works at maximum speed only when cpu reaches 90C and I get throttle to 2.3 "I guess the laptop disables turbo"

    Is there any way to edit the fan settings to work at maximum speed when it reaches 80C for examble so the Cpu doesn't throttle?

    I made -70 undervolt and now I am getting 65C instead of 78C stock "at 2.3 ghz with maximum fan speed" in AIDA64 stress test

    @thegh0sts already told you of the only software wise to do it. I believe that in order to control the fan via software you would need a PWM 4-pin fan, a bios & a software than can make use of that but all HPs I saw had 3-pin only fans.

    So please advise which type of fan you have 3 or 4 pin.

    Then you have only one option but you have to be adventurous to do it :D ... And that is to cut the control wire (In case of 3-pin) or control & PWM wires (In case of 4 pin) and that way the fan will blast full speed all the time regardless of the CPU temp ... But it is needless to say that you will reduce the lifetime of your laptop fan and you will have to suffer the noise of the full blown fan all the time ... Also your battery life might suffer but still that won't be very noticeable
