We all see cheat codes for different games on a plethora of websites, but who finds them in the first place?

Often, they are provided by the game developers themselves.

It depends, a lot of the time it really is jsut developers releasing them, or at least a member from the team.
Other times it's just things that people found out while playing, or beta testers, all kinds of stuff. There are some crazy people, and some smart people out there. -

Not only button combos but any number of character combinations aka cheat codes.

Yes, i was speaking of everything. From console commands, to button combos, to chat commands, to whatever.
Then you have like trainers and stuff, which are always from people "hacking" the game. -

For game consoles.. %99 of the cheats are supplied by the makers themselves since button combos can be pretty infinite. Also the data button combinations are stored are allways different.
PCs on the other hand, cheats are often words inputed via the keyboard. These words are USUALLY discoverable in plain text form when editing the files using tools like hex editors. Back in the hay day, I would throw executable files (like Doom.exe) into notepad to reveal line commands the game excepted.
