Your computer can't find the 13 megabytes of ram because there's too much junk in there. Try using a broom and vacumme. -

Anyway, since you don't tell us *where* you see 115MB, it's impossible for us to give you an accurate answer.
However, in general terms, there's a difference between how much memory the card physically has (128MB), and how much ends up being available for applications. (Which might be the 115MB) -

No, the OP is looking at systemrequirementslab, and on the notion that Mb RAM = performance for a video card.
Why does it say 115mb for my Graphic Card when it should be 128mb
