    From their site:

    * ** SimCity 4 CD required to play Rush Hour
    * Windows XP/Me/2000/98 (NT and 95 NOT supported)
    * Pentium III 500 MHz or equivalent
    * 128 MB RAM for Windows Me/2000/98; 256 MB RAM for Windows XP
    * 8x CD/DVD-ROM drive
    * 32 MB video card with DirectX 7.0 compatible driver
    * 1 GB hard drive space
    * DirectX 7.0 compatible sound card
    * Keyboard; Mouse

    Should run fine.

    Does Sim City depend heavily on the graphics card or is it more like Civilization 3 where that is not that important?

    The bottleneck for games is always the graphics card, so you may not be able to play it at higher resolution.
