    Yep you can run it on all medium+high with good framerate.

    No it won't even run the menu, cause your super amazing 1K plus laptop that i wish i had isn't very good and totally can't play games. :p

    Haha thanks guys. If I were to say increase the RAM to 8GB and increase the processor from an i5 to an i7-2630QM would the performance increase significantly? What settings would I be able to play on?

    Nope; your GPU is by far the bottleneck in your setup; upgrading those might increase your outdoors (where there's a lot of trees and grass and shadows) framerate by a bit but probably not much.

    Let me tell you this. It is playable on a Radeon HD 3450M. Sure it isn't pretty, but it is playable. :D Therefore, your 6630M should run it pretty darn well!

    (Oh my poor roommate...)

    You should run it very well @ 1080p with High settings, also don't bother with those upgrades, they won't give a significant increase in gaming performance. If you can upgrade your GPU, that will definitely give a nice boost.

    i'm sry but i have problems on my desktop runing everything at high. with a phenom II x4 and a gtx460...

    i dont want to be the bad guy but i think low-medium is the best you can expect while having some fps...

    edit:
    and the elder scrolls have always been very very CPU addicted
