I'm planning to buy a 15.6in Sager NP6350 laptop which has a max resolution of 1920x1080. I also have an excellent 22in Samsung monitor which has a max res of 1920x1080. Will there be any reduction in gaming performance if I use the Samsung monitor (by itself, not as an extension of the laptop screen) instead of the Sager screen? Why?

If you're using the external monitor and disabling the laptop's monitor, you'll not see a reduction in gaming performance, given the same game settings in both situations. 1920x1080 is still 1920x1080, no matter what monitor you're using. Your GPU only cares about the total number of pixels (and game settings), not the brand/model of monitor it's outputting to.

Now, if you had both on at once, you're talking about 2x1920x1080 pixels, so that would increase the load on your GPU and possibly CPU (depending on game).

yup you should be good to go unless your playing the game across both screens. ;)
