notice: In windows XP its OK.

Had the same problem on my notebook. Result -----> I dont play CSS anymore....
-
the op was talking about cs1.6 not source. you probably dip below 50fps in source because a 5650m is slow
-
I get constant 60 on my laptop on 1080p. Sometimes dips to 40, rarely 30. -
WoW you also have such bad fps....
When i started playing CSS on my Q6600 @ 4Ghz i had with a 8800GT around 70-120 FPS!
That was ulra smooth.... Today i can play bfbc2 on dx11 with medium settings fluent on my notebook but my old pc is too weak for that. Anyway a good .cfg file is always necessary in CSS to play it fluent and without annoying input lags.
At least the Source Engine is well optimized. Frostbite 1.5 is a paradise of bugs and whasting resources.

Anything over 50 fps even on a competitive fps is pointless, you'll improve much more if you get a better mouse / keyboard / mousepad, and lots of practice of course.
That said on my ATI 5650 CS:S 2011 version on all maxed and 4x AA gets over 100 fps on 768p and about 70 fps on 1080p with the benchmark. -
I have @ home a G11 keyboard and a Trust MI-6970C Laser Mouse. Usually i connected them to my nb when i am gaming.
@ the moment i play bfbc2 with my friend even if i die already after 10 seconds o_o. However its a great game for me ( i like the medician). -

OP, I'm not sure why you NEED to have 100 FPS, seeing as your monitor probably only refreshes at 60Hz.
-
OP is talking about CS 1.6 (HL1 engine).
Are you running in Direct 3D or opengl? I think HL1 engine runs better in opengl. -
I'm running in opengl. I'm playing Counter Strike 1.6 but this unstable fps is so bad

Guaranteed you wouldn't notice the difference between 50 and 100 FPS if you didn't have the counter in the corner.

o god not the fps vs what you can see argument. i can bet you all the money in my bank that if you show me a game at 60fps vs it at 120fps i will pick out which is which.
can we bring this thread back on topic and try to help out the op. -
Is anyone going to try to help him?
Have you tried updating your drivers? (do a clean install) Maybe try manufacturer drivers if that doesn't work.
I can run CS 1.6 in opengl with constant 100 fps [engine fps]; so I'm not sure why it's slowing down for you.
Try reinstalling CS; that may also help flush out any bad command parameters.
**EDIT**
This link shows your card should be able to surpass cs 1.6 and play cs:source at 140 fps on high settings.

Whatever you say. (as in, "OK, champ.") That's ("That" being the FPS the OP is getting) the highest available FPS. The reason it runs better on XP is because XP consumes less resources (by virtue of it being ancient and less complex). Not rocket science. -
-
Does it ease your mind if I put it like this?

I had 100 fps when my notebook was new? Why?
-
Karamazovmm Overthinking? Always!
it probably was cooler, less dust
you probably liked it more back then -
Hey, do anybody know, how to overclock my CPU?
-
Just checked, my laptop runs CSS at 100-160 FPS ( some dips to 70-80 ) with all maxed, 2x MSAA and 16x AF @ 1080p.
Also, you CAN'T have more than 100 FPS in CS. That's how it was programmed. -
-
The only thing you could do are .cfg tweaks and lowering the settings.
Also as a CSS player you should know that some servers have fps limitations.
