On very high setting, which it recommended me to use I get a max od 25 fps, a min of 9 fps, and an average of 25 fps/ is this good or should I lower settings?

On high settings I get 31 average, 103 max, 11 min
on medium I ge an average of 48, max of 133 and min of 16
on low i get an average of 76, max of 198 and a miniumum of 21
on very low I get an average of 111, min of 34, and max of 284

based on these results which setting should I choose?

Personally, I would choose a configuration that would give you higher frames per second for more fluid and consistent gameplay. That said, you should find the balance between speed and quality which, in this situation, would likely be medium settings. Unless there are specific tweaks you can make such as lowering shadow quality or other gpu intense graphical settings, I would opt for medium settings based on your results.

WIC isn't the same as an FPS so lower frame rate is OK IMHO. As long as minimum doesn't dip below 20 and average is over 30 IMHO it's good. Don't use the benhcmark minimum though as a measure. There are a couple scenes where it's ridiculous that you will rarely see that much action in-game.
