I have a question, why does World of Warcraft run at 110-115 fps on a Macbook Pro 17" with a 9600M GT 512MB and only 60fps on a brand new quad-processor HP DV7-2185dx with a ATI Raedon HD4650 with 1GB of video memory? The MacBook Pro is maxed with a higher screen resolution and the DV7 is maxed out.
Aren't Windows machines supposed to run games better? According to the graphics card post from Chaz, the HD4650 is supposed to be higher than a 9600m GT.

Do you have V-sync or triple buffering turned on the HP? Do you have it on power saver? Or maybe the HP is severely underclocked to keep the heat under control? It could also be that WOW doesn't like your video driver as well since one is an nvidia and the other is ati.

its most likely vsync is turned on since vsync is set to 60fps on default.

VSYNC as everyone said. I don't know about you, but in WoW, I prefer to keep it off. WoW doesn't tear enough for me to deal with input lag and slightly lower performance.
