Currently I have a Vostro 1500 with the following specs:

    1.6 ghz C2D
    1 gb RAM
    8400 GS
    XP pro

Would I see enough of a performance gain to justify spending ~$75 for more RAM. I run COD4 at 1024x768 on low but i'd like to get some more FPS.

It is worth that, although the graphic card is that stops you to get better gaming experience. Maybe you will feel some benefit with adding one more memory modul, but new games such is CoD4 depend mostly of GPU.
Additional RAM is always the best upgrade you can do when we talk about work on Windows. 32-bit systems can support up to 3GB RAM so you don't need to worry about that.

There isn't really a reason not to increase your RAM to 2GB; RAM is so cheap nowadays. Check out the Hot RAM Deals section, 1GB should cost a lot less than $75.

Furthermore, you'll get faster loading times on many games, and a lot less chopiness too when you play.

I'll agree with everyone above - it is definitely worth it to get more RAM. The RAM DEALS section is where to look for RAM modules. You might consider getting a single 2GB stick so you can add it to one of the 512MB sticks the laptop comes with for a total of 2.5GB.
