Ive been reading forum entries from many people dating a few months back about Intel bringing out new drivers and astronomically increasing performance. Are they still being lazy or have the really tapped the IGP? Also, some people were saying that it has the potential to almost match a Geforce 6600 vanilla

Yeah, you were probably reading threads in which fanboys had made the X3100 look like a Godsend.
Intel has NO interest in developing more able drivers for gaming, they just care about stability. 6600? - That's a fanboy! -

I personally own one vv see spec's below. I play UT2k4, and UT99 on it, but those are the only games that can play without turning everything off. Both at 40+fps. Using XP, and the latest drivers. I tried playing fear combat...but i got horrible frames, and that was for 800x600 res. Bottem line is, unless you're only playing games older than 2k4, or you want to get better battery life, find a laptop with integrated card. Or, do what i did, and play all of my games on my desktop, and use my laptop for its mobility, and just one or two games when i need some killin on the go
