CS 1.6 runs rather poorly on the X3100 considering its age.
I've figured out that the colored text that appears on many CS servers causes a major FPS drop on the X3100. I could be going along fine at 50 FPS then when I train my sights on a friend or enemy the colored text appears that shows his name and my FPS drops to 20. I'm talking about the semi-translucent colored text that indicates things like how much damage you did and who hit you.
I've tried many different settings but I haven't found a way of keeping this FPS drop from happening. Does anyone know if there's a way of turning off this text?

i doubt its spiking just cause of that text.
i think that colored text is a server side option -
wow it runs that low? My old IMA965 could do better than that...

During normal gameplay I will often hit 100 fps in CS. At the end of a round when there is the most amount of colored text on the screen is when it drops to 15-20 fps (and this is at the low resolution of 1024x768 16 bit color - i find higher resolutions will cause serious mouse lag). The system gets so overloaded at this point that my sound will begin echoing.
The X3100 (or its driver) evidently has some defects that cause certain operations to run much too slowly. For some reason the colored messages in CS 1.6 make use of part of the X3100 that is extremely slow.
The smoke grenades are another big cause of slowdown.
It is sad that the X3100 cannot properly handle a 10 year old game without slowdowns (first released around the same time as the RIVA TNT2 and the ATI Rage 128 Pro). If you value 3D gaming at all you would do well to avoid the X3100. -

It's a strange approach, but might I suggest a switch to Counter-strike: Source, which has a superb HL2 engine and amazingly, despite being nicer and newer, runs better in low-res on low-end gfx.

the x3100 shouldnt' be your problem, bottle neck is probaly somewhere else.. have you exited every program you dont need to eliminate any CPU related causes?

type these in Console and then tell us
cl_updaterate 101
fps_max 101
cl_cmdrate 101
rate 25000
and then tell us ...
your card can easily run the game on 100fps.
there is settings problem which is causing it.

I have x3100 graphics, t7250 processor 2ghz and 2gigs of ram on vista business. I haven't tried ne games like cs yet but when i play games like fable, I get 20fps, which is slightly greater than my brothers old balance got, which sucked for it's time... it really sucked! Is tha game so old that it can't take advantage of the new technologies and daul cores or is the x3100 that much of a bottleneck.

Oh and if I get the 2.5ghz intel processor 4 gigs of ram and intel turbo memory, would that help to nullify the x3100 bottleneck or am i SOL. Is there nething i can do to squeeze more power out of the x3100

I tried the console commands you provided but the results were the same. The only solution I can see is to avoid servers that make use of colored text. Like IntelUser stated, the X3100 is extremely slow in certain games that make use of antiquated rendering techniques. -
Try the 15.9 beta drivers if you are using Vista, which, from your sig, appears to be the case. It fixed a lot of gaming problems for me, and although the card is still relatively weak, it made previously unplayable games playable again (namely company of heroes)

I've been using the 15.9 beta drivers which give a good speedup in CS:S but they do nothing to improve the colored text slowdown in CS 1.6.

are u sure u r not running it on D3D mode?
go to Videos & check. -
i can vouch that CS1.6 runs worse on my x3100 than CS:Source does

No,
dont run in D3D mode,
update your X3100 driver and run in OpenGL mode.
D3D mode is the Root cause of your problem.
just do as i said and let me know if your problem goes away. -

I have still this problem.
When i am runnin cs 1.6 in opengl mode. The fps drops if everebody use flahslight. I tried most versions of intel drives, but i has not solved my problem yet. I must play CS in D3D mode. But, all know, it is terrible with fps in big maps.
Now i have 14.33.1 newest driver from intel.
PS: Sorry for my bad english, i am from Czech Republic.

I noticed any text, including regular chat text in CS1.6 causes huge fps drops.
Running in D3D mode only removed the flashlight fps drop. -
Then try running the game in 16 bit instead of 32 bit.
and since its not nVidia..pls check for Driver options.
Due to some driver settings the Text is causing in-game lag.
