Unfortunately you cannot undervolt your cpu you could try throttle stop...if that's not the reason what is why xtu...your going to have use Google..

MSI afterburner for in game monitoring
    Hwinfo for statistics

    7.0.1.4
That is the version of xtu you need....but with your cpu it's essentially useless

dude what is it with you and your 330watt psu....you post a ton of stuff about a 980m and the psu wondering if it will handle it now your cpu......dude for the last time your 330w psu is enough for anything and everything you can possibly throw at it.

edit your possibly a desktop convert but dude this is laptop and 330w is killer even for a 3080 and i9 11000k

    ?

Just a 3080 alone would use more than 330W, let alone the rest of the system. Not to mention, a 330W PSU wouldn’t even have the requisite power connectors.

Forget 4.7 GHz. For everyday usage you can set flex to 0 and all multiplier to 41, or if you want more power, set flex to 25 and bump multiplier to 43 for all of them and see if it is stable. Flex adds voltage, so it will also add heat. Be careful
