For PS 1 I recommend Psx 1.13 for really straight forward emulation and an easier but possibly less flexible configuration but if you want more options and improved graphical plugins I recommend ePSXe 1.7.0 along with ePSXeCutor 1.0.6.3

For Ps2, I only recommend PCSX2 0.97 but you should try 0.96 as well.

Your CPU will fair much better with Ps1 emulation but it will handle a lot of Ps2 emulation. Much of the limits of Ps2 emulation are emulator based and only those with a CPU up to 4Ghz really see significantly better performance than others.

You should also look into Mame32, Dolphin, Project64, DeSmuME, VisualBoy M945, Zsnes, Nestopia and more.

The ones I linked to are the latest but with PCSX2, 0.97 is the latest Beta but 0.96 is the latest official version. Many find the 0.97 Beta to be the fastest but it is missing a few features.

I can personally vouch for "ePSXe". It's a great program, but you'll need to find all of the files to make it work yourself. Such files include: Controller/Input plugins, Graphics plugins, a PSX BIOS (this being the most important), an audio plugin, and at least one .iso image file of a game.

Good graphics plugin: Rice Video. Google it.

yes they will run DVD's although the use your disk drive permenantly so your computer will most probably be very noisy when you use them.

I get both PSX and ePSXe. In the past it was easier and in some games it worked better on the more simple PSX emu.

Though with the frontend ePSXe also had some games it worked better.

Its not like you have to choose only one so download both and try them and keep both around incase one game works better on one than the other.

I prefer to use images of my CD's because it is faster and can improve performance since load times are reduced as well as the loading of information during gameplay. I used CloneCD to do images of my Disks with no problems. I also recommend the Rice Plugin for some really nice graphic improvements for both Ps and N64.

Im not sure if this is the case, but if your talking about the PS2 BIOS, I remember reading a while back when i was looking into emulating it that you need to have your own copy to do so. Appearently sony used some pretty awesome anti piracy stuff on the ps2 and used something along the line of a random bios generator of some sort for the ps2, so each ps2 has an individual bios so youd need to rip one from an actual ps2. Or atleast thats the gist of what I got from it.

Nope, you don't have to have to rip the BIOS, it's just that downloading it is illegal if you don't own a PS2.

PS1 - ePSXe, so far it plays every single PS1 game perfectly from my experience, and the most stable one as well.

    PS2 - PCSX2, your only option, really.

PCSX2 has a pretty large list of games that run on it, but even on my desktop in sig. Shadow of the Colossus has a hard time keeping at a decent framerate...

That's true but you will be able to run that game at full speed if you increase VU Cycle stealing.

I'm not sure about the rules here in NBR but that might be against the rules due to linking to illegal files. You do know that downloading .roms or .iso(s) without buying the game is illegal right? The only time it's not illegal is something like this:
You own Super Mario Galaxy and then you download ONE copy of the game and play it on your computer WITHOUT distributing the game.

BTW: Emulators aren't illegal. The iso(s) and roms are.

Those are legal too, just have to be your own, meaning you ripped your own games for backup purposes.
