    1. Get 195.62 drivers
    2. Get NVDIA system tools..

if this hasn't worked for u , try riva tuner...

You don't need to flash the BIOS to OC.
Flashing of BIOS to OC only when you want to go extreme. Basically, increase the Voltage of the GPU for more OCing Headrooms.

Just install the latest Driver for your Nvidia GPU and use the Nvidia System Tools(nTune) to OC. Nvidia System Tools is an official OCing tool from Nvidia itself.

There's a lot of 3rd Party OCing tools too, like MSI Afterburner, RivaTuner, EVGA Precision and so on.

Given this a try? This is the only overclocking tool that will work on my 3650.

@CZX58 Shadow: thanks, i gave GPU Tool a try. did actually recognise my card and showed clock speeds. couldnt set speeds manually as they just kept resetting. when i clicked on Find Max, the counter started at the low speed, 169, and sloooowly went up past the normal max, 430, and up to 740, but everest and the display in GPU Tool never changed from 430.
any way i can tell if the card is locked? as i said, i cannot even dump the bios. i really want to flash a standard bios.

Download the Original(Vanila) Driver for Geforce 9600M GS from TPU and flash it?
I have forget how to flash Nvidia GPU(what software already? LOL).
    For ATI's, it's ATiFlash(recommended) and ATi WinFlash(not recommended).
