I am wondering if i would be able to connect my ps2 or any other game console for that matter to a laptop and use the laptops screen to play the ps2

If you have a TV tuner, yes, you can connect a console to your notebook. But be aware that with a good number of tuners you will most likely experience lag and possibly some video corruption. You might want to do a search for "tuner" on the forums. This has been addressed before and I think I remember a few tuners being recommended as better than others for this purpose.

u realy sould not connect ur laptop to ur ps2 every thing from the ps2 comes out all fussy on the laptop during the game any way so connect and see for it ur self if u want to

"UR(G?)" wrong, its all dependant on the TV tuner, a PS2 is trying to use the TVs quality to its limmits so its much easier to notice poorer tuners.
