this is wierd, i played it on full details in using my single gpu, with vsync enabled i have a stable and unchanging 30 fps using fraps, but when i disable vsync it goes waaaayyyyy up to 150.....all setting are maxed, full res and details except of this vsync issue...i wonder how come if you enable vsync it nails the fps in 30? have you guys experienced the same?

Dead Space 2 caps at 30FPS on Vsync, that's just how the game is. To overcome this use a program like D3DOverrider and you can play at 60FPS with Vsync.

Just use Direct3D overrider (its in rivatuner installation, or check a stand alone on google), force vsync and triplebuffering, disable vsync ingame.
    Bam! 60fps vsynched.

i tried forcing in the nvidia control panel which i noticed just now, and disabled the in-game vsync option, it works pretty good and im now stuck at stable 60fps.
