You already made similar posts the last time regarding about it. :) Your 8400M GS is a low end card and there's practically not much you can make use of. Maximum levels of OC'ing varies from card to card. And your temperatures, which I know you don't have a problem with that running 60*C max.

Lagging in videos is likely due to the fact that powermizer kicks in downclocking the card unnecessarily from my observation in various notebooks. For ours, it's a known driver issue for Dell Inspiron Santa Rosa era notebooks (including my 8600M GT), not temperature. Disable powermizer to make the card run at stock speeds to prevent lagging in videos, and update your drivers. That completely solved the issue for my 1720. It should work for yours.

The 8400m GS and 8600m GT suffer from the Nvidia solder issue. I would highly recommend not overclocking these cards.

These 8400M and 8600M are proprietary design and not under Dell's list of defective Nvidia cards. Many users of these cards have theirs overclocked for years even now keeping max temperatures below 70*C. This isn't the 2nd time I've been saying to you. No offense.
