Maybe it's your firewall/security suite settings? Sometimes that could be the cause. Same ethernet/cable that you are using?

i unplugged the ethernet cord from my desktop and plugged it into my laptop. the desktop ran great online but the laptop will not do anything. i even tried disabling the firewall and it still lags horribly but reports a relatively low ping.

Put it on low settings and see if you still have the same problem online.

Perhaps your dsl/cable provider can regulate your bandwidth when it realizes that you will be a "power" user with you playing games online? I would give them a call and see if they can help you out to pinpoint the problem

Can you try running any other online games? That would help to really tell you for sure - if every online game you tried was equally slow, that would tell you something. If it's just WarRock, that tells you something else.
