    its not a problem but
my fan is pretty quiet and doesn't run that much
or it might be heat sinks but i don't know
    anyway since i overclock sometimes..
i want to run fan on full speed or medium at least
isn't there any programs that allow me to do that??
    or any other ways???

The fan should know when to come on. It bases its spin speed on the temperature probably on the processer temperature. So, if your processer is running at resonable temperature, it will not power on the fans. If you overlcok the graphics card, you should have a look at the temperatures of the card. Post bck and tell use which graphics card it is with the temperature.

Well, if it's the x200m in your sig, then it's an integrated card and isn't going to get very hot. Zero is right, the fans should know when to come on by themselves. But if you want to be safe, your computer may have an option for fan control in the BIOS. You can check that and see if there is something you can set to "Always On" or something like that.
