I've been having freezing issues with Fallout 3 GOTY.
Doing some reading, that this is not an uncommon thing.
Someone said they did update Directx, but didn't to what from where.
I have 10.1, should I update to 11?

on a more serious note fallout 3 is a very unstable game lastes patche and the adons "fix it" but it still is not the most stable game and will likely never be unless you wanna get into ini config files editing and even then -
Updating DirectX doesn't change the version of it, as the version depends on your video card. It updates certain components, and might help a bit, but I highly doubt it's the root of your problem.

Try updating your Graphics card drivers. If the most up-to-date ones don't work, you can always try an older version from Laptopvideo2go if you have a Nvidia card.

It isn't a GPU driver issue, it's that FO3 is a poorly coded mess.

It does get a bit warm though. At the same time, GTA4 works without a hitch. Then again that game isn't as jacked up on graphics as FO3 is.
I have the nVidia driver 258.96, that is the latest I've found.
How did this game get played?! Did everyone just play on the console and give it's reviews there? -
How warm is too warm?

Mine hasn't crashed once since this little trick. (100 Hours+ of play time)
Open up the fallout.ini file in: My Documents\My Games\Fallout3
Find the line:
bUseThreadedAI=0
change it to:
bUseThreadedAI=1
Add another line after it and insert:
iNumHWThreads=2
This will limit the game to 2 cores and prevent the engine bug from causing the game to freeze. -
I've never had any problems with my game, and I've installed/re-installed it several times when I felt like playing it since it's release date.

I have idea that may be the cause. When I first installed the game, I didn't install the xpacs. I didn't have any issues with freezing.
I figured that I might as well have the xpacs loaded up just in case I came across where they trigger. Now I am freezing up.
Unless my i5 450m has two hidden cores, it should be dual-core already. -
The game will treat it as a quad core. (2 cores and 4 Threads)

Also If you use Windows Live while in the game dont forget to go into the windows live folder and add the fallout.ini and make the same core limiting change there too. I tried everything and once I realized that there wasnt a fallout.ini in the Windows live folder I added it and haven't had the problem since. And I had already pretty much given up on the game.
However I do have to use that little trick to make the game think my GPU is an Nvidia 7900GS instead of a HD5870 so it will actually start up...but that is a whole other story. -
I did have to do my own searching though. I have Win7 and your directions only got me so far, but I figured it out.

I do run WinLive, but I don't have any more freezing. If I do, I will try this. You know the old saying. If it's not broke, don't fix it.
