I have an adaptec game bridge 1510 and I was under the impression it supported 60hz, I bought it so I could capture xbox 360 video from Forza 2 but it doesn't support the Xbox 360 PAL 60 mode so I would assume it doesn't support 60hz mode at all.

Buy a proper video capture card that goes into a PCMCIA slot. The geniatech C8000T is pretty good, I have one and it supports 60hz, I have to use a program called DScaler though to view in 60hz - at least I do when I'm capturing from my xbox 360 Forza 2 game.
