How do i fix this?

Well, the laptop is automatically down-clocking the CPU to conserve battery power. Assuming you are not worried about that, here's one way to fix it:
Go to Control Panel -> Power Options. Set your profile to "Always On". Also, make sure that in the Nvidia control panel you turn PowerMizer off.

Control Panel - Power Options - Change Plan Settings - Change Advanced Power Settings
Once you're in Advanced Settings, go to the Processor Power Management settings. There are 2 settings, Minimum and Maximum. Change your Minimum state.
Keep in mind by doing this that you'll gain CPU speed on battery, but your battery drain is going to go up a lot. You're better off losing background processes. -
also there is no way to increase the clock speeds of the GPU while on battery, it always downclocks on battery and theres no over-ride.

If it still lags or game is slow and choppy on battery, try using the nvidia mobile graphics driver 179.28. It could be that you're probably using a modded graphics desktop driver that messed up settings in your laptops registry. The nvidia drivers should fix that, just make sure you chose High performance for current power plan. -
The thing doing this is called PowerMizer, a program thingy made by nVidia to downclock the GPU when it is running off of a battery to make the battery last longer.
