I could be wrong but I'm guessing that they created a new user. To do this go to start>control panel>user accounts.
When they log on to this new user account I'm then guessing that they then used 'msconfig' (just type msconfig in the run command window) to stop process from running @ startup that weren't essential, this would help to free up memory and may result in a small boost in game performace.

I believe what you're looking for is the Hardware Profiles. I believe what you do is, copy your default profile, reboot & select this profile (should give you a selection memu at bootup) and then disable all the drivers/software you don't want. So from now on, all bootups to this profile will have all the sepcific drivers not load.

    To get to this option:

    1. Start -> Right Click My Computer -> Properties
    2. Click on Hardware tab -> Click on Hardware Profiles button
    3. Copy Profile -> Rename if you want
    4. Change option to Autoselect or Manual select of profile during bootup (if you want)
    5. Restart and select new profile & make all changes you want

Just to be on the safe side, you may want to lookup this feature in the web and readup on it before making changes.
