In this case no. GTX 580 is a year late. This is what Nvidia was supposed to have released as GTX 480. Before FERMI was officially released, Nvidia was pumping marketing about a 512 core FERMI that would destroy the HD5870. As we know nothing like that happened.

If you look at the GTX 580, you realize this is what GTX 480 was supposed to have been, so in a sense, GTX 580 was released a year late.

And the only big changes from GTX 480 to GTX 580 are not much. GF110 which seems similar to the GF104 scalar design.

The Vapor Chamber cooling system, again old. AMD has been using this since HD2900 I believe, maybe even earlier.

Now the GTX 580 has some controller that ensures the GTX 580 remains with TDP limits. Which is just a poor excuse to ensure GTX 580 doesn't sound like a jet engine or have sky rocketing temps in programs like OCCT/Furmark, it will throttle. Whatever.
    - Ironically the HD5870 still runs at 30% fan speed on Furmark and GTX 580 runs at around 50% I believe. :/ Improvement over the GTX 480 doesn't say much IMO.
