Would I see better gaming performance with these drivers on my Nvidia 8600GT over the 163.74 set?

Most likely not, I believe these are older drivers, as mobility WHQL releases tend to lag behind desktop releases.

The thing to see is, these drivers may include some of the newer compatibility fixes (for Bioshock and the like), and they may also be OC'able, which could make them worth it over better performing 163.xx drivers.

I just tried this driver and unfortunately it performs worse than 163.71 driver for me under windows XP pro. I got generally 5~10 framrate drop in guild war and 3~5 framrates drop in FEAR, moreover, it's un-overclockable for me
