Download GPU-Z and monitor the Sensors tab - look closely at the GPU Core Clock and GPU Memory Clock readings, as well as the PerfCap Reason, when it throttles:
    gpu.gif
Then post a screenshot here. You can use the little camera icon at the top right to take a screenshot, save it as a file and upload the saved .gif image. I get a feeling your overclock is not stable and the GPU driver is crashing, then reverts to a low-power mode.

Bottom left - click the drop-down box and change the GPU. Also, try not to make multiple posts. If you want to add something to your current post, just click the Edit button near the bottom-left.

What are your temps when it throttles? Simple overlooked solution.. Have you cleaned the dust from the vents and heatsinks?

Yep, your overclock is unstable. You see that your GPU is stuck at 135 MHz That's not supposed to happen. Remove your overclock settings, reboot and play the game, see if it throttles.

No, your overclock makes your GPU driver unstable and the GPU driver crashes. Then your GPU is stuck in a low-power mode (135 MHz), and that's what is causing the low framerate in your games. You can try it: remove your OC (delete any start-up profiles as well), reboot and see how the game plays. Plus, your overclock settings are mild - you wouldn't notice much difference.

what if i want to "truly overclock" how can i do that

    but i dont understand.
if my so called 'overclock are mild' how is it unstable?
if im massively overclocking then i understand why my gpu and cpu cant handle it but as u said my overclock is mild, then how is it affecting my laptop gpu and cpu

By 'mild' I mean you have not increased your core clock and memory clock offsets by a lot. However, some GPUs are just of lower quality than others, and they are very unstable even at stock clocks. Your GTX 850M may be in that low-quality group (just bad luck, cannot fix it in any way). In my opinion, you don't need the overclock to play CS GO. If you are not playing Witcher 3 or GTA or Tomb Raider, then you really don't need the overclock, since there is no point in going from 110 FPS to 115 FPS in CS GO. It doesn't make a difference.

Alright, so have you tried playing CS GO?

Reboot your laptop. Then firstly, launch GPU-Z, and monitor your clock speeds. Open CS GO, play for a while, and when it throttles, Alt+Tab to GPU-Z, take a screenshot. Upload here. This will take at least a few minutes, if you respond within 30 seconds of me sending my reply I know you will not have done it.

OP if you want to OC you have to do it in small increments. No GPU is the same. This way you find the limits safely and easily.

More like the NVIDIA drivers + stock vBIOS is throttling it lol..
