When you mention the issues, does that mean those are still un-resolved issues? If the answer to my question is yes, then why the heck release the driver if it's still broken?

So people submit bugs, issues, tickets all the time. They're sort of put into a list and are fixed over time. The ones more serious are sent out as hotfixes, the ones less are fixed at a later release. Not all of these "game ready" drivers are always optimized for the best performance, most of the time its just kinda like marketing or advertising to say their drivers are the best and the first to support the game or simply they just tested to run the games unless stated that they worked with the game developers to have "performance" increasing driver updates.

When a game is about to release, wherever they left off in the list of fixes, they sent it to micro$oft for WHQL then released as "game ready" drivers. This does not always include previous hotfixes or other changes so sometimes issues may reoccur or stay on the list. WHQL drivers are fine but most of the time Hotfixes are the more later/current build of the drivers as WHQL takes some time (older builds).

Most of the time NVidia keeps them on the list to show people they're aware of the problem/issue or users have already submitted them. If you keep up with the hotfix page, you can see some issues being corrected as they go.

Why do I always get high temps on consumer WHQL drivers and low temps on Developer driver on Witcher 3?
